Few issues have defined U.S. foreign policy more than foreign aid. Since the end of World War II, America has invested billions of dollars abroad in the name of democracy, security, and development. But has this legacy strengthened our nation’s standing in the world—or weakened it? As the institutions of U.S. soft power face renewed political scrutiny, the question has never been more urgent.
The Resolution: In the post-war period, U.S. foreign aid has done more harm than good.
